WARSAW, Poland (AP) Parliament's lower house approved a plan Thursday to severely restrict abortion, but rejected a Roman Catholic-backed proposal that would have outlawed the procedure. Lawmakers voted 213-171, with 29 abstentions, for a bill to replace liberal Communist-era abortion rules in this overwhelmingly Catholic nation. Conservative lawmakers had sought to make Poland's abortion law among the most restrictive in Europe.

Before the final vote, deputies approved an amendment allowing abortions only in specific circumstances: when a pregnancy seriously threatens a woman's life or health; when prenatal tests show a fetus is seriously deformed or when a pregnancy results from a rape. Proposals to allow abortions for other reasons, such as a woman's financial situation, were rejected. The bill now goes to the Senate, which is dominated by conservative lawmakers and is unlikely to approve the plan passed Thursday. Even though the Catholic Church backed a complete ban on abortion, most people oppose outlawing abortion, opinion polls have indicated. Abortion has been legal since 1956, and became the most common form of birth control in Poland because of limited supplies of contra At least 1 1 in flooding TIJUANA, Mexico (AP) Torrential rains caused flooding in hillside slums on the outskirts of this border city Thursday, forcing hundreds of people from their homes.

At least 14 deaths were blamed on the weather. Eleven people were reported drowned, including four children, though some of their bodies remained missing, said Juan M. Ojeda Pico, spokesman for the municipal police department. Two men died after receiving electric shocks from power outlets in their flooded apartments, he said. The death of a baby with bronchitis was blamed on the cold weather.

Dozens were believed injured. Ricardo Ramirez said his parents were swept away and drowned as they tried to cross a flooded street. "I couldn't hold onto my father any longer," Ramirez told KNBC-TV. "I held onto my mother as hard as I could the current was so hard I couldn't hold onto her." More than 600 people were evacuated to shelters because of mudslides, overflow of the Tijuana River and flooding caused by poor drainage and sewer systems. Lawmakers in the lower house, the Sejm, deleted a provision of the original bill that would have punished mothers who perform abortions on themselves. They also voted to allow prenatal tests that do not threaten a fetus. But the bill still provides for two-year prison terms for doctors performing illegal abortions. Legislators rejected a motion to hold a nationwide referendum on abortion. The referendum had been proposed by a group of 120 deputies led by Solidarity veteran Zbigniew Bujak.

The legislation is expected to go to the Senate on Jan. 18 and then would have to be signed into law by the president. Deputy Barbara Labuda, who supports abortion freedom, said the legislation had been only "slightly liberalized" by the amendments. Deputy Stefan Niesiolowski, whose rightist Christian National Union party sought to impose a strict abortion ban, said his caucus accepted the bill and hoped its original restrictive form would be restored by the Senate. drowned at Tijuana rent Others left behind houses or apartments filled with several feet of water, i "There are many people who need help," said Cmdr.

Jose Castillo of the Judicial Police. "There is still danger." Rain continued throughout the day and another storm was expected to hit the area before midnight, according to the U.S. National Weather Service in Los Angeles. Tijuana was slapped by the same storm that dropped 2.7 inches of rain in California mountains just north of the international border, forecasters said. In Los Angeles, one man was killed near Los Angeles International Airport when his car went out of control on a flooded road, struck a light pole and burst into flames, said Police Officer Ed Masline.

In San Ysidro, just north of the international I border, U.S. Coast Guard helicopters rescued 10 people trapped by high water as the Tijuana River overflowed its banks, said Coast Guard Lt Richard Williams. Tijuana officials closed Albelar-do L. Rodriguez International Airport and many offices and schools. Abandoned cars sat under water on many downtown streets.
